You don’t have to, but, on certain surfaces, sanding will allow the paint to adhere more easily.

It’s best to avoid sleeping in a freshly painted room for 24 to 72 hours, depending on ventilation and the level of volatile organic compounds (VOCs) in the paint. If you’re using a low- to no-VOC paint in a room with good ventilation, it’s generally safe to sleep in the room once the paint is dry. For other kinds of paint, give the VOCs a few days to dissipate before sleeping in the room.

You can apply stain over peeling stain, but it’s not a good idea. Your old stain will get in the way of your new stain bonding to the wood, so you’re likely going to see the same issue again shortly after application. Your best option is to sand off the old stain and clean the surface thoroughly before applying new stain.

Painting a wall involves multiple steps. First, clean and sand the wall to prepare the surface, then tape off any areas where you don't want paint to go. Next, shake or stir the paint in the can, then pour it into a tray. 

Dip a paintbrush into the paint can so that half of the bristles are coated. Use the brush to cut in or make a frame around the edges of the wall. Then, roll the paint roller in the tray, ensuring that it is evenly covered in paint. Roll the paint onto the wall in an "M" or "W" formation, making sure the paint is applied evenly.

There are several pros and cons to brick houses, including the fact that painted brick requires more maintenance than bare brick. For one, you need to repaint the surface every 10 or so years. This is a costly and time-consuming process that requires sanding, scraping, washing, and a new coat of paint. You also need to touch up the paint if it chips or fades. Unpainted brick, on the other hand, may need cleaning periodically, but you won’t need to go to the same levels you would for painted brick.
