No, putting new plumber’s tape over old plumber’s tape is not recommended. The old tape connection may not be completely adhered and could cause a leak. 

Instead, remove the old tape completely, clean off the pipe threads with a clean rag and wire brush if needed, then apply new plumber’s tape to make your connection.

In general, PVC (polyvinyl chloride), PEX (polyethylene), and copper are the three piping materials used in new constructions when adding water supply lines. There are some caveats. PEX and copper are considered ideal when running lines that will handle hot water because they are not at risk for melting and warping the way that PVC piping can. A clean, unobstructed vent cap is crucial for maintaining proper ventilation that will keep your plumbing vents from freezing and the plumbing system running smoothly.

PVC pipes are easy to cut out and replace if you have minimum plumbing knowledge. To replace a portion of PVC pipe by yourself, use a hacksaw to cut out the damaged portion and empty out the water. Then, attach the new pipe and secure the ends with the proper PVC pipe fittings to prevent any leakage.
