Mr. Stewart demonstrated a startling lack of skill and competence throughout. From the start, he admitted to lying about his ability to do the work, leading to numerous blunders: Incorrect Paint: Used the wrong type in several areas, needing extensive correction. Drywall Errors: Applied excessive mud, causing cracking. Unnecessary Work: Filled holes I didn’t request and didn’t paint over them. Poor Preparation: Neglected taping, causing splatters and spilled stains on my stairs. Tool Incompetence: Struggled with a circular saw, cutting carpet and trim incorrectly. General Negligence: He unplugged my freezer, causing the loss of 50 lbs of food. Missed Deadlines: Worked slowly, missing deadlines and causing significant losses. However, if the surface feels uneven across larger areas, a full skim coat produces a smoother, more uniform result and helps prevent a patchy-looking paint finish.

If you can already see the texture of the existing wallpaper through the layer of paint, then the texture could also come through the new layer of wallpaper. If that’s the aesthetic you want, then proceed. But if you want a smoother surface, you should either strip off the existing paint and wallpaper or hang a layer of liner paper before proceeding.

You may end up with extra wallpaper once your project is finished. Hang on to that wallpaper, as you may need to use it to patch up areas that get damaged later on.
