It depends on the model of your pool. You’ll always have to level the topsoil, but most vinyl-lined pools require an additional 1- to 2-inch layer of sand to protect the liner. This way, when a foot kicks down to the bottom of your pool, it’s not scraping the liner against the hard ground. To avoid wood-to-foundation contact, leave a one-foot barrier around your house and fill it in with rocks or gravel, starting mulch past that barrier and working it outward into your plant beds. 

A 40-pound bag of topsoil covers 0.76 cubic feet, enough for 4.5 square feet with a 2-inch depth or 36 square feet with a .25-inch depth, such as topdressing a standard garden bed. If you want 2 inches of fresh topsoil for your 36-square-foot garden bed, you’ll need eight 40-pound bags.

Each bag of mulch includes 2 cubic feet of mulch. And since a cubic yard is about 27 cubic feet of materials, you'll need 14 bags of mulch to have enough to cover a cubic yard. The right amount of mulch for your yard, however, depends on the depth of the mulch, the type of mulch you choose, and your desired look.
