Yes, you can seal old concrete, but proper preparation is essential. Before sealing, ensure the concrete is clean, dry, and free of any old sealant. To check if resealing is necessary, place a few drops of water on the surface; if they are absorbed in less than five minutes, it's time to reseal. Concrete is extremely porous. Without a proper sealing, it will absorb just about anything it comes in contact with, including water and ice. You always want to seal your cleaned concrete surfaces after they’ve completely dried out.

The actual moisture level that is acceptable for your concrete floor depends on what primer or flooring material you plan to install above it. For this reason, you should check the manufacturer’s instructions for the exact details.
