Twice in the last five years I had my sewer line back up from heavy spring rains. This last time I made a decision to install a Main Sewer Backwater Prevention value. I secured three bids and went with DBR, based mainly on their Angie's List reviews. From the outset I made it clear I wanted permits pulled for all work done, and the appropriate inspections and approvals. The quote from DBR was $1,200 for the back water valve and installation. Since there were going to have the floor dug up, I asked them to rough in for a toilet. I was told, no problem, it would just be a couple of hundred dollars more. I then showed them some work I was doing myself upstairs in a bathroom; there was a lead connection to the main waste stack and I asked if they could remove the lead and rough in a PVC. No problem, it would be a couple more hundred dollars. So, total would be $1,600. Great - let's do it. First day of work, a team of three guys showed up, one of them the son of the owner. I felt I was in good hands. I helped with many aspects of the job, carrying out full buckets of dirt, stone and clay, fetching tools, etc. I got them donuts and coffee, and drinks through out the day. (Let me note here: There were three guys in this team and they were here for three and 1/2 days.) During the second day of work I noticed numerous problems. They cut away the old cast iron stack WITHOUT securing it to the studs, risking the collapse of the entire waste stack; in doing so they knocked away part of my foundation wall. Additionally they did not plump any part of this job correctly, taking every shortcut possible. They re-plumped all of my perimeter drains into the city sewer which was against code. I asked about all of this, and was told "it's the only way it can be done." I inquired about a sump pump and was told "you don't need one." While one guy worked on the basement, another worked on the upstairs bathroom. He said it would be an easy job, and he'd be done in an hour or so. I had a business appointment, so I left for a few hours. When I came back he had not only removed the lead connection, but ran the rest of the pvc plumbing for my bathroom renovation. I made it clear it was NOT what we had discussed, but he said he did it "to help me out." They came back for the third day to finish up. In the basement I discovered they had poured new concrete over all of their questionable work. "What did the inspector say?" I asked them. "Oh, we can get this inspected, it would never pass inspection." I told them to stop work immediately. "I made it clear from the outset I wanted all permits pulled and all the appropriate inspections and approvals of their work." They were not happy and left. Later that evening we had another heavy rain, and water POURED through my foundation wall where they left a hole. I called DBR and they said they would be right over. They never showed up. NEVER has my basement walls leaked. The only water ever was from the backing up from the city sewer line. I spent hours wet vacuuming the water from the basement. Needless to say it caused a mess, and I was not happy. The next day I called the Office for Permits and Inspections, and their head guy came over a few hours later. He rejected every -let me repeat - EVERY aspect of their work. In his words "it all has to be done over." He also told me "every one knows it's against code to run perimeter drain lines to the city sewer. You're going to need a sump pit and pump." It took a few weeks for DBR to come back, and under the inspectors direction, fix the work. One man showed up. (He was amazing - very, very professional.) He demo-ed all the work the other three men had done, and fixed all the problems - In one day. I installed the sump-pump myself and ran all the pipe work and electrical needed. I'm happy to report everything is working well, thanks to this second "team" of one may from DBR. All permits were pulled, all inspections done. In fact, the inspector particularly liked the work done on the sump pit and pump. When I told him I did it myself he was very impressed. Now, when I went to "settle up" with DBR, they presented me with a bill for almost $3,000! After talking with the inspector once again it went back down to the $1,600 originally quoted, but it was a fight. Again, every person from DBR who walked into my home was professional, friendly and nice. However, they tried to skimp on every aspect of this job and do everything they could to dissuade me from permits and inspections. Something else to note: I learned through this process the workers who come to the job site are almost NEVER licensed plumbers. The owner has to have a license, but the workers in the field do not. This seems a bit shady to me, when they advertise only "licensed plumbers do the work." The last person on the job site was amazing in every way; professional, polite, and committed to doing the best work possible. Since the front steps are on an incline, he couldn't use mulch since rain would simply wash it away. Instead, he suggested using 3" flat stones. So far so good. The owner quoted a price of $770, but would charge me $600 if he were allowed to put a sign in front of my house since it might help him get more business from the work. Keep in mind that he mentioned no fewer than 3 times that he wanted to put a sign in front of my house, and that's why he was giving me the "special" price. I should have known that that line is one of the oldest used sales closes where the company makes you believe you're getting a better price for allowing it to put a sign in front of your house to give them free advertising. Don't fall or it. The price they're quoting you is what the job is actually worth, and not that they're giving you any special deal. I gave Ted the approval to proceed, and he said that if I wasn't satisfied, I wouldn't have to pay him. Based on his guarantee, I looked no further and gave him the approval to proceed with the work. When I came home from work one day in late July, I noticed that they had completed the work. I called their office to tell them how pleased I was with the work, and I reminded them that there was no sign, which Ted wanted to place in front of my home, and which was a condition of the "special" deal. No sign would ever be forthcoming, either. As time went on, and after having some time to live with the work they had done, I wrote a letter to Ted on October 27th (3 months after the work had been completed), and told him that the predominance of the gray stones washed out the plants so that's all one saw was a sea of gray stones. I suggested in the letter that perhaps some color was needed to be introduced such as flowering plants to detract from all the gray. The owner never replied to my letter, and completely ignored my concerns. I called another landscaper - who came over today - because I have some aggressive weeds growing up from under the stones, and they're spreading, ruining the whole appearance of the "landscaping" performed by Marcellus Nursery. He said the reason for the weeds growing from underneath the stones is because Marcellus Nursery never placed a weed barrier before placing the stones down. The new landscaper must now remove all the stones, and place a weed barrier, and then put in place the stones again. I need to pay for this work, which should have been performed the first time. It is for the reasons above that I gave Marcellus Nursery an "F" for "Overall" and "Quality" since their failure to place a weed barrier has created a need to have work performed that they should have done at the time the work was initially performed.. However, if they had done the work correctly, I still wouldn't have given them anything better than a "C." Also, I gave them an "F" for both "Responsiveness" and "Professionalism" since the owner never responded to my letter. Under no circumstances would I ever recommend Marcellus Nursery to anyone.
