. The younger plumber returned at 11:00 with parts. Jack went to Tennessee for another job. At first I thought it was a bait & switch but Jack returned later that day. They worked until 8:00 pm to complete the job. The next day (Tuesday), I went to the house to inspect. The tenants said Jack returned that morning to install something in bathroom. They were told inspection would be done Wednesday. I spoke to Jack who said he installed an expansion device in the toilet & confirmed inspection the next day. I flushed the water heater (WH) because hot water was still discolored. However, the WH valve leaked slightly afterwards. . Early Wednesday, the tenants called & said they'd shut off the toilet because it was gushing. I called Jack & we met at the house. The problem: the City requires an expansion device. An expansion tank is usually installed. The cheapest solution is a toilet expansion valve. The only one on the market is "Watts GOV80M2", available at Amazon for $16.00. Jack had installed that (something anyone can install -- why would a master plumber install it?) Anyway, Jack said the Watts' valve was defective. He tried but couldn't fix it. He said an expansion device was really not necessary & his plan was leave it on, get the inspection & then install a regular valve afterward. I opposed the idea. I brought up the subject of water pressure (just a hunch). I asked if he knew whether we had a Pressure Reducing Valve (PRV). Jack said yes because they were required by code. I said I thought it was required only if pressure from the meter was over a certain PSI. Nope, says Jack. (More about that later.) . I explained the lav faucet wouldn't work since the Pex was installed. It had worked before but not now. He said the faucet's screen was clogged & he couldn't remove it due to age (I witnessed him trying). During our conversation, I brought up a shower drain leak, the leaking WH valve and a 3/4" nut on the 1/2" iron pipe tub spout that needed to be removed. I asked for a quote the work. He quoted a price of $228.00 to tighten the shower drain, replace the WH O-ring & remove the nut from the spout pipe. I agreed to the price. . Jack left & returned to reinstall a new toilet fill valve. He fixed the O-ring and I just assumed he removed the pipe nut. While he was gone, the tenant was able to remove the faucet screen but it still didn't work. So then Jack tried cleaning the valves but it still wouldn't work. So I ordered a new faucet (from Amazon) & said I'd replace when it arrived Friday. The inspector came but would not release the job without hammer arresters on every appliance (ice maker, washer and dishwasher). Jack came back later that day & installed hammer arresters everywhere but the washer's hot line. . The inspector returned Thursday am & said the lav faucet & tub spout were now holding up the job. I didn't realize the faucet & spout would hold up the inspection. I told the inspector I'd install those on Friday when they were delivered. Jack wanted to be paid then, saying the only issue was the faucet & spout & those didn't involve him. He asked me for $1,998.00 saying their portion was done. I replied when the job passed inspection, the money would be paid. He said he'd tell his boss. Uh, OK... . I went home and pulled out the original quote & confirmed $1,700.00 was for ALL FIXTURES. So the extra $50.00 became a concern, along with several other things: 1) no hammer arrester on the clothes washer hot line, 2) no paperwork defining the extra work, 3) no expansion device installed (Jack replaced the toilet fill valve and I thought it wasn't an expansion device). Via email, I told Roto Rooter about my concerns (I wanted to start documenting everything). While writing the email, the tenants called and said their toilet was off again because it was gushing! So I included concern #4, the gushing, newly fixed toilet. Roto Rooter called within 2 hours after receiving the email. Their general manager, Terry, wanted to talk to me. . Terry, Jack & I all met at the house on Thursday afternoon. I was informed they'd measured water pressure and it was 85 PSI, (the maximum allowed is 80 PSI, so we were 5 PSI over). This was why both toilet valves had started gushing. They said I needed a PRV to fix the problem. (Jack insisted I had a PRV the day before.). I asked why they didn't just put on a regular expansion tank? Their response? No room for one. But I know a tank can be installed on the cold main anywhere before the WH (under the house). Terry said he'd put on a new PRV at his cost. I agreed simply to get the job done. . Terry said he wasn't going to "quibble" over $50.00. There was no "quibble" because the quote was for all fixtures; $50.00 was overcharge. He said he'd let the $50.00 "slide". My opinion is there was no "slide" or "quibble", only our original quote! Then we discussed the missing hammer arrester. They hadn't installed one on the hot because the tenant hadn't hooked up the hot. Because it wasn't being used, they didn't install. I explained the situation: the tenant was using a portable washer but planned on buying a full size soon. She'd hook up the hot then so a hammer arrester was needed. They agreed to put one on. Again, they wanted their money. I said I owed $1,928.00 ($1,700.00 for re-pipe, $228.00 for extra work) + the cost for the new PRV. They agreed to the amount. Again, I said once the job passed inspection, they would get paid. . On Friday the PRV was installed & the toilet finally quit gushing. The cost was $38.00. Friday night, the tenant installed the new lav faucet (Amazon shipped to her). She called & said the new faucet worked for 5 seconds & then quit. So she took off the risers & they were full of ROCKS AND DEBRIS. She said she'd clean them out Saturday because it was getting too late. I told her not to because I'd paid for all the galvanized to be replaced. I thought debris could NOT be in brand new pipes & this told me that there must still be galvanized somewhere in the system. I told her Monday morning I'd call Roto Rooter again. . During the initial inspection, Jack had told me the inspector chose not to crawl under the house. I realized that this would now be required. Monday morning, I called the inspector & reported the rocks & debris situation. I said I wanted every inch of the pipe inspected because there must still be galvanized somewhere. I am not going list every little thing that came up because things happen and I understand that. What prompted me to give his company a C is mainly due to communication issues between me and Peter and Peter and his subs. The remainder of the grade came from big lapses in workmanship and professionalism. The end result is what brought it up to a C. The work was nicely done, except where noted. Communication issues:
I noticed Peter had a difficult time with changes that were made. Grated, many changes were made to the entire scope, with new scope revisions. Given my background as a project manager I have a system for dealing with changes. I did not get the sense Peter had a system. He forgot things we discussed or the emails we sent each other got confusing as to which one superseded the other. I figured a GC would have a better handle on stuff like this but maybe my expectations were unrealistic.
first sub on site was the plumber. The toilets I ordered, which did change but was solidified before work began was never made known to the plumber so he had the wrong ones in stock. No big deal as it did not slow the project down. They did eat the cost of the water supply work (toilets forced supply line to be moved).
The biggest pain point with the tiling job was the niches. I wanted one in each bathroom. It was noted on the scope doc but somehow the tiler was not made aware of my intentions. In one bathroom I happened to get home a bit early and the tiler was not even planning for a niche. If I had not shown up when I did the wall would have ben tiled. I thought I was clear about how important it was to not show up before a certain time on some days, as my wife can?t be interrupted. Twice a sub showed up before she was expecting anyone. Respect for personal property: · Subs of the tiler dumped thinset and what I believe to be mud for the shower base on my property. When asked to find out why it was not responsibly disposed of the response was, ?I thought I was far enough in.? · Subs dumped trash on my bike rack - by itself not a big deal overall but indicative of regard of one's personal property exhibited by team and is compounded by prior actions · Big chunk of a bathroom door was missing. However, Peter did credit some money for that. Workmanship: · Repeated attempts were made to have the foreman complete a punch list of items at the end of the job but for some reason he kept missing several. I told Peter I would do it and he credited the job for the work. One of the items that I felt was egregious was not sanding the drywall patch flush with the wall. It was behind the toilets so I took them out and finished sanding and painting in about 1 hour for each. In the big grand scheme of things these are not the types of issues that need someone to come out to do rework or are violation codes. As I mentioned above I am a perfectionist and maybe this is unfair. I have never had a GC do work for me before so is this to be expected. I surely hope not. Individually the subs did good work. I especially like the plumber (Jason Thomas). He was professional, explained everything, quality of work was great and came back out to fix a minor issue a bout a month after the job was done. Ron Armano was the tiler and his subs did good tiling work. The one who dumped stuff on my property was off the job after that happened. The issue with the tiler was not quality of the work but communication. I am not sure where fault lies but since Peter was in control I would have expected him to make sure everything was going as planned. GCs may get too much of the blame but they get the credit too when all goes well. Cabinets, vanity tops and shower door were handled by other companies with no issue.

Our main issues were: He was a week late starting Didn't show up on several days (had to take his son to get his COVID shot, several days it was too hot, heavy traffic, etc) Ignored my detailed instructions/drawings and we lost time because he plumed a double vanity for only 1 sink, told us we could buy any standard shower door from Lowe's only to learn AFTER the shower had been framed that it required a custom built door, forgot to tile the accent color stripe in the shower, miscalculated the amount of shower tile needed requiring me to drive 3 hours RT to purchase extra tile and deliver it to him. Skim coat on the ceiling was done poorly, the door to the bathroom didn't open all the way so we had to hire someone after Dan left to shave it down for us. He was supposed to finish by July 9th and didn't finish until Sept 9th!!!! had to give renters $3000 off because they had no toilet or shower. I split the difference with him and took $1500 off his bill and he was not happy. I should have taken the entire amount off. He might be OK for smaller jobs, but he is not focused enough and doesn't work a full day (usually 8 AM -1 PM) or even a full week. If he takes work outside of NH, he should have his plumbing/electrical license so he doesn't have to rely on outside contractors. We suffered because he didn't hold ME licenses and wasn't well connected w/ local contractors in ME."
