The electrician went to check and stayed at the property for less than 5 mins after confirmation to do full diagnostic of the electrical system. I don't think less than 5 mins is enough to run a full diagnostic and later on advise to upgrade the whole panel."

He was able to pin point the issue with the unit in 15 minutes and fixed it by refilling refrigerant at around $300! What a difference!
