That he could charge me a fee  for a temporary fix but that I needed new windows.   Whether I got them from him or not didn't matter. He said that I should wait until I could afford  new windows. In the mean time, a leak sprung in an adjacent wall and I said I didn't  know where to begin to fix that problem and he made some recommendations to alleviate that problem.
