"Be wary of Arthur Mayer, VC Development, Greentek Construction, or any other entity he operates under. This man is a pathetic excuse for a general contractor and is engaging in illegal and fraudulent behavior that has already led to the revocation of his previous contractor's license with the CSLB. I hired him for a major six-figure house remodel, and it was an absolute nightmare. Now we are dealing with construction defects and legal ramifications from hiring this person. I could write a whole essay about this man, but long story short, we hired him to do a full remodel at my house, including a 500 sq. ft. living room addition, 900 sq. ft. pool house construction, adding a master bathroom, and a lot more. It was a huge job that was supposed to have a 9-12 month timeline. When we hired him, he was operating under the name “Greentek Construction Inc.” and had an active license with the CSLB, license number 1029253. We started having numerous issues with Arthur in terms of delays, construction defects, and problems with the SOW under the contract. After about 1.5 years of nonstop issues, we chose to take legal action and consult our attorney. This is when we looked up his CSLB number to file a complaint and discovered that he had been sued for another project with a judgment of over $100k. We also found out that his CSLB license had been revoked one year into our job! So he was working as an unlicensed contractor and did not inform us that his license had been revoked. We confronted him about this and he told us he was now doing business as VC Development Inc. It only gets worse from here, as we realized he was using another contractor's license from VALLAS CONSTRUCTION & DEVELOPMENT INC. This other contractor's license is 1074561, which, interestingly enough, is now also suspended with the CSLB. What Arthur Mayer was doing was using someone else’s license to conduct business while operating under a completely different name—V.C. Development Inc. The CSLB allows an unlicensed contractor to act as an employee of a licensed contractor. However, what Arthur was doing was using the CSLB license number of a different contractor and presenting himself as a completely different entity to mislead clients into thinking he was still a licensed contractor. You can actually look up VALLAS CONSTRUCTION & DEVELOPMENT INC. on the CSLB and see that Arthur Mayer is not listed as an employee of that business. And you can look up the other entity he operates as, V.C. Development Inc., which does not even have an active license with the CSLB. Oh, it only gets worse from here. We received a letter in the mail from the material supplier Arthur was using to purchase lumber for our house, and we discovered that Arthur Mayer owed them roughly $32,000 that he was refusing to pay. By this point, we had passed the rough framing inspection and had paid Arthur all the money owed for the framing. This is called misappropriation of funds, which is another law that Arthur Mayer was breaking. Unfortunately for us as homeowners, California law allows a material supplier to place a mechanics lien on our home, even though we paid Arthur, and he chose not to pay them. So now we are dealing with a lawsuit because the material supplier is attempting to foreclose on the mechanics lien on our home. We tried reaching out to the bond company he had while his CSLB license was active, and they are not able to cover the construction defects or mechanics lien because apparently all of this occurred after his license was revoked, which automatically canceled his bond as well. Currently, Arthur Mayer and any entity he operates under are being investigated by the special teams unit with the CSLB. Arthur thinks I have no recourse against him because his license was revoked, but the CSLB can still issue a $15,000 fine and refer the case to the city prosecutor. For your sake, save yourself the trouble and do not hire this man. If you do, good luck, and may God be with you. Just remember, you have absolutely zero recourse with Arthur Mayer if something goes wrong. He has no license and thus no bond. It’s actually illegal to hire an unlicensed contractor in the first place. He also does not own anything under his name, so taking legal action against him might go nowhere, as he could go bankrupt. Any business he is operating under also has no license. Furthermore, any licensed contractor he is supposedly employed by is also likely untrustworthy; otherwise, they would not be hiring a con man like Arthur. You can verify all of this information online. If you search the CSLB website for license # 1029253 (Greentek Construction Inc.), you will see that his previous license was revoked, and you can view the previous lawsuit he lost, which led to the revocation of his license. If you search CSLB #1074561 (VALLAS CONSTRUCTION & DEVELOPMENT INC), you can see that license is also suspended. You can also search San Bernardino Court Records for case number CIVSB2408303 to look up the lawsuit regarding the mechanics lien on my home."
