If you prefer peel-and-stick to traditional wallpaper, you can skip the priming process. Many manufacturers don't require an additional primer if you’re installing peel-and-stick wallpaper to painted walls. However, if you’re applying peel-and-stick wallpaper to unfinished drywall, you’ll need to apply a primer first.

Painting over wallpaper is an efficient way to cover it if it’s in decent shape. Before painting over wallpaper, make sure the surface is clean and smooth. You may have to remove minor problem areas, such as lifted seams or small peels, with a sheetrock knife or putty knife. Add a latex- or oil-based primer to keep moisture at bay before painting. You’ll likely need two coats of paint to cover the area.

No, you don’t always have to remove old wallpaper before applying a new layer. However, you should pull off the existing wallpaper if it’s cracked, peeling, or in poor condition. We’d also recommend against putting wallpaper over textured or dark-colored wallpaper because the old layer may be visible through the new one. In addition, if you try to hang new wallpaper over vinyl-coated wallpaper, the adhesive might not stick properly. 

While some people are confident in their ability to replace concrete by drilling out the broken pieces and replacing them with bagged concrete, it’s possible to run into snags that make hiring a professional worth it. Trying to level concrete slabs can require special equipment, which can be pricey to rent and tough to operate. While it is possible to paint over wallpaper, it’s not always ideal. If the wallpaper is firmly adhered, has no bubbling or peeling, and isn’t textured, you can try to prime and paint over it. Use an oil-based primer to prevent the adhesive from bleeding through. However, if the paper is damaged or loose, removal is the better long-term solution.
