You should install a moisture barrier before you install insulation or purchase insulation that comes prebuilt with a moisture barrier to avoid water damage in your insulation and costly mold and water remediation expenses. 

PEX pipe does not need to be insulated if passing through interior walls or insulated external walls. However, despite its resistance to cracking, you should still insulate PEX pipe in unheated areas if you experience cold winters in your local area. Otherwise, repeated freezing and thawing may weaken the pipes over time and create the risk of bursting.
