"The contractor did connect a smoke detector to electricity to meet the DC code. He also opened a hole in basement to install a second smoke detector. Since it is unnecessary to have a smoke detector in basement he didn't install the smoke detector and he didn't patch the hole on the ceiling either. I had to hire another contractor to patch the hole.
