While you could conceivably select any paint finish, paintable wallpaper tends to look its best with a flat or eggshell finish. A higher gloss paint might make the texture pop more, but it can look a bit dated once the paint has dried. And don’t worry about whether a water-based latex paint will loosen the wallpaper. You can paint over wallpaper if it’s smooth and in good shape. But if there are bumps or tears in the wallpaper, they’ll likely show through the paint. Similarly, you should avoid painting over textured wallpaper because the ridges and patterns in the paper will be visible. In either of these situations, you should remove the wallpaper before painting.

It depends on the construction of your wall. Most handypeople can fix small holes in drywall. If your wall is plaster or brick, more significant damage may require a drywall contractor or a mason. Hiring a handyperson costs less than a more specialized type of contractor, but they’re not trained in all types of wall repairs.

While it is possible to paint over wallpaper, it’s not always ideal. If the wallpaper is firmly adhered, has no bubbling or peeling, and isn’t textured, you can try to prime and paint over it. Use an oil-based primer to prevent the adhesive from bleeding through. However, if the paper is damaged or loose, removal is the better long-term solution.

Whether you skim coat the entire wall or just a portion depends on the extent of the damage. If you only have small sections of gouges, a targeted skim coat will do the trick. However, if the surface feels uneven across larger areas, a full skim coat produces a smoother, more uniform result and helps prevent a patchy-looking paint finish.
