The two most common reasons wallpaper does not stick are a lack of preparation and improper adhesive. Be sure to use the wallpaper paste designed for the type of paper you choose. Before beginning your project, make sure the walls are clean and free of dust, grease, and oils.

You can wallpaper and paint over certain types of wallpaper, but it’s usually a better idea to remove it first. Removing the wallpaper and prepping the wall before painting is a good way to guarantee a smooth finish that looks professional. If you ever have a moisture or water issue after painting over wallpaper, the paper will bubble and damage your wall. Additionally, you should never paint over wallpaper already peeling or otherwise damaged, as this will leave obvious imperfections in your wall and could lead to additional problems.

For the most part, peel-and-stick wallpaper doesn't damage walls. However, there may be some cases when damage does occur. For example, if you try to rip the paper off the wall, you may pull away some paint at the same time.

The walls can also be damaged if they aren't prepared properly before you add the wallpaper. For example, if the coat of paint is too fresh when you put the wallpaper on the walls, it can peel away as you remove the paper. 

While it is possible to paint over wallpaper, it’s not always ideal. If the wallpaper is firmly adhered, has no bubbling or peeling, and isn’t textured, you can try to prime and paint over it. You'll need at least two coats of paint to ensure even coverage. Don’t be surprised if you need to apply three coats if the embossing is very deep or if you use a dark color.
