Yes, you can pour new concrete over old concrete, but you need to apply a concrete bonding agent to the existing concrete to ensure the new concrete sticks. Replacing a concrete driveway when it's 20 years old and deteriorating in condition will save you from the cost of repairs that likely wouldn’t save it from replacement in a few years anyway.
