"Concrete driveway was covered with a few inches of asphalt and not properly graded. 1-Standing water formed during rain and trapped between the asphalt and the concrete slab due to poor grading and low spots and water seeps through edges and cracks into the space between asphalt and concrete. 2- Asphalt is not waterproof. Asphalt is semi-permeable. Water penetrates through hairline cracks and edges, water becomes trapped. 3-Asphalt was placed directly on top of the concrete without proper bonding and the trapped water can only scape slowly into the garage. 4- Unsealed edges, water easily enters from the sides and drain out later after rainfall.5- Besides the immediate impact due to continues rain in the Bay Area trapped water and moisture can lead to asphalt, cracking, freeze-thaw damage, and long term deterioration of both asphalt and concrete. The best solution is to immediately remove asphalt and weather permitting replace with concrete."
