"Short version:
They got the job done, but it took two visits and cost about 2-3 times more than it should have because they initially arrived with the wrong equipment and then recommended an unnecessary, expensive video scan.  The extra cost was due to their error and they should have covered at least some of it (if not all) but they refused.

Details:

Our sewer line backed up between our house and the street, and so I called In and Out to clear it.  They arrived with nothing but a hand snake because supposedly other equipment was in the shop.  The plumber was able to (temporarily) clear the obstruction with the hand snake.  Charge: $250, which also included cleaning the trap in one of our interior sinks.  So far so good (although if I'd known they'd come with just a hand snake, I would have done it myself...)
Two weeks later, the line backs up again, because the hand snake only punched a small hole in the obstruction rather clear it completely.  I called In and Out to come back with the correct equipment.  

This time they arrived with the proper equipment, including the full sized snake and water jet to clear the roots.  Given the previous failure to remove the blockage, they recommended sending the video camera down the pipes to diagnose the problem.  Problem = roots from the trees near the sewer line (surprise!).  They used the snake + water jet to remove the roots and clear the obstruction.  Now everything works.  Bill = another $775.  

 Why do they get a C grade?
Issue 1: they refused to refund any of the money from their first, failed intervention.  If they'd just arrived with the right equipment, we would have removed the roots on day one, sparing us another sewer back up and another expensive visit.  They brought the wrong equipment and didn't solve the problem -- there should be at least a partial refund.  Even an apology would have been nice.  But I didn't get either.   instead, we come to Issue 2

 Issue 2:  when they came back, they recommended an unnecessary (and very expensive) video scan of our system which just turned up the obvious problem of roots from the nearby tree.
Total cost was over $1000, for a job where most plumbers would have just gone in with the big snake + jet on day one and knocked out the roots for $250-400.   In and Out ultimately fixed the problem, but we had to endure 2 days of sewer back up and paid 2-3x what we should have.

On the plus side, they were always very prompt, professional, and friendly in person (aside from issues noted above)"

"Can not imagine a better response, starting with my call for assistance, response time and how the technician, Tad methodically diagnosed the problem. We have an obscure kitchen fixture that required service in Feb 2019. Under warranty the problem was easily diagnosed by me, a problem possibly caused by me and a replacement part sent and installed by Albert Nahman team. Problem: I broke the faucet cartridge. Current Problem: restricted hot water flow in this kitchen sink only. Turns out the new cartridge part is now malfunctioning. I called and Tad arrived taking a step by step approach ruling out possible causes: a clog here or there, build up of sediment, or blockage in the lines or cartridge. The company that sells the product got on the phone with Tad and they collaborated on the problem and the tech person gave Tad one more thing to try. After the collaboration it is agreed, problem persisted and therefore that new cartridge part is now malfunctioning and will be shipped free of charge in two days. Thanks to all, who made this possible and I trust we will have Tad here again soon to finalize this fix. BTW, cost of service was less than expected given going rates for such a call lasting in excess of one hour. Another comment, spending time with Tad during the repair was a pleasure to have him explain, collaborate, listen and just chat. Questions on who to call next time, no question who I will call next time. I have read criticism of costs: In the Berkeley area "How much does it cost to hire a plumber? Some plumbers have a minimum fee for a service call. They might charge anywhere from $175-250 to come out and give you a consultation. Plumbers may give you a general service rate of $128-148 per hour when there are a lot of unknowns about a project and they aren't sure how long it will take. Some charge a flat rate for their plumbing services. For example, you may get charged $175 for a sink or drain cleaning, while toilet installation costs $500." Today costs are upfront, same as charges in Feb, $69 to arrive and assess the problem. Here in excess of one hour for $129 minus $25 coupon, total charge $173. I am ok and I expected these costs. If I was in Philly, where I grew up, I could call an uncle or cousin and get a better rate, a family rate. This is going rate for our area."
