Yes, you can put thin pavers over a concrete driveway. However, it's always best to talk to a driveway installer before starting. You'll need to ensure that the concrete below is in good enough shape to hold the pavers and that the driveway will still meet local building codes.

Sealing the concrete before tiling is recommended to help it stand up against any water that may seep through the tiles or grout. After thoroughly cleaning the concrete with TSP, priming with a concrete primer will seal the concrete. A layer of exposed aggregate concrete should be 1 to 2 inches thick if you’re installing it on top of existing concrete. If you’re pouring a new slab with the finish, slab thickness will depend on the application. Exposed aggregate concrete driveways should be 4 to 6 inches thick in most cases or 8 to 12 inches for commercial vehicles. Sidewalks, patios, and walkways should be 4 inches thick.
