If you can already see the texture of the existing wallpaper through the layer of paint, then the texture could also come through the new layer of wallpaper. If that’s the aesthetic you want, then proceed. But if you want a smoother surface, you should either strip off the existing paint and wallpaper or hang a layer of liner paper before proceeding.

We don’t recommend wallpapering over older paper. That’s because creating layers of glue can invite bubbling or excess moisture on the wall’s surface. Most experts would not recommend hanging wallpaper over existing wallpaper more than twice. Even if the walls are in good condition and primed well, that third layer of wallpaper could cause problems with adhesion. The easiest way to remove wallpaper is to use a steamer. The hot steam will loosen the wallpaper paste and make peeling the wallpaper off in large sheets much easier. Unfortunately, steamers can create irreparable damage on your walls, so it’s not a good idea for DIYers to use steamers to remove wallpaper. Instead, hire a professional wallpaper remover to do the work for you. This method will not only speed up the process, but it will also ensure your walls will remain intact post-wallpapering.
