"NPS failed on multiple fronts. The siding was not installed according to manufacturer's recommendations. Mr.Dec would not allow residents to access the books for the purpose of an audit. He presented a bill in the amount of $22,000, on an account ledger for materials that were not installed and are not stowed on the property. In addition he billed and was paid $1200 for the permit. An audit showed that the permit cost $865. There were no real invoices for materials and Mr. Dec often created bills. He did a lot of harm to FFCA. I could fill volumes with his failures and bad deeds."
