It’s best to remove wallpaper rather than paint over it. You should only paint over wallpaper if removing it would damage the wall, the surface is relatively smooth, or there are minimal problem areas—such as slight peeling and lifted seams—that you can fix easily. Painting over wallpaper can save time, but it can create more problems if the wallpaper is in poor condition and you don’t properly prep the area for painting. Depending on the state of the wallpaper, color, and textures could show through, and moisture from the paint could loosen the adhesive, causing unsightly bubbling.

Many types of peel-and-stick wallpaper can hold up to environments with some level of moisture, such as bathrooms—especially peel-and-stick wallpapers made of vinyl or polyester. However, if you’re considering wallpapering a bathroom that sees a lot of moisture, like a kids’ bathroom or a full bathroom with a steamy shower and inadequate ventilation, even the highest quality wallpapers will peel.

Most experts would not recommend hanging wallpaper over existing wallpaper more than twice. Even if the walls are in good condition and primed well, that third layer of wallpaper could cause problems with adhesion. Unless you like bubbling paint and peeling wallpaper as an interior design choice, it’s better to remove at least one existing layer before adding any more to a wall.

If you can already see the texture of the existing wallpaper through the layer of paint, then the texture could also come through the new layer of wallpaper. If that’s the aesthetic you want, then proceed. But if you want a smoother surface, you should either strip off the existing paint and wallpaper or hang a layer of liner paper before proceeding.

You can paint over wallpaper, but it’s not usually recommended, especially if the wallpaper underneath is textured or dirty. If you do decide to paint your wallpaper, make sure it’s in good condition and clean it very well. Make sure all corners and edges of wallpaper are glued down before you paint, as well.
