He can move outlets. He is not a licensed electrician and he is not a licensed plumber but he can do some of both. He can do lots of things as good as the professionals but doesn't charge as much as you would spend on licensed plumbers and electricians.

He did an excellent job of making sure the kitchen sink was supported properly underneath. I would highly recommend him for any plumbing job.
