Baltic Construction, was founded in South Orange County, California, in 1989 by Boris Hoffman, who was born and raised in Lithuania. He earned a B.S. degree in Civil Engineering and Construction Technology from the Vilnius Gediminas Technical University (VGTU) in Vilnius, Lithuania. "Ray came out (showing up on time) the day after I called for an appointment. He quickly saw that the pump had cracked thanks to some debris in the tank. He had brought a replacement with him just in case and he was able to install it right away. He also set up the new pump in a way that it was elevated so it would be less likely to be impacted by debris in the future."
