The only positive, was a nice sidewalk. Workers did not seem to have respect for my property, when they left part of garden decorations moved & not replaced. Yes, you can landscape in the rain, but you should take some precautions to keep yourself and your tools safe. Avoid using electric landscaping tools during rainfall, and don’t mow, thatch, aerate, or rake in the rain, as your tools can more easily tear out roots in the loose soil. Avoid putting in new plants before a particularly bad storm, as heavy rain and strong winds can damage or uproot plants that aren’t yet established.

Many ways to landscape a steep slope on a budget exist. Avoiding expensive retaining wall construction is the first step. Consider creating a rocky slope with boulders or large stones, or think about planting perennials that return every year with a single investment. Transplanting small trees from elsewhere on your property is also possible and can help to stabilize steep slopes without purchasing new ones. 

The best place to plant a rose bush is where it will be happiest. Growing roses is difficult if the location varies much from what the plants like. Choose a location that gets at least six hours of direct sunlight during the growing season but not much more than that in hot-climate locations. If such a spot doesn't exist in your yard, consider planting your rose in a movable container to take advantage of portability.

You should avoid planting grass, shrubs, plants, and trees in freezing temperatures, as the ground can get frozen and become too hard for proper root growth. It’s best to plant in the fall to allow your plants to establish root systems before the first frost. Landscaping when the average temperature in your area is between 50 and 60 degrees will usually deliver the best results.

While both fall and spring are suitable times of the year for planting trees, fall is typically the better option. Soil stays warm long enough to allow tree roots to establish in fall before they go dormant, while spring might give way to intense summer heat before spring-planted trees have time to grow strong roots.
