You have several options for anchoring a temporary fence, ranging in cost and ease of installation. Sandbags are one solution, but may not hold up if you have inclement weather with strong winds. Most people prefer to keep the fence level by “stepping” the fence when running a horizontal fence over a slope. Stepping involves raising each panel between the posts as the fence moves over changes in slope, giving the fence line the appearance of stair steps. While this may be the preferred method of running a horizontal fence up a slope, there’s nothing wrong with installing your fence so it follows the undulations in the ground instead.

Because it's cost-effective and does a great job of keeping pests out and plants in, vinyl is probably the best option for building a DIY garden fence. The material is also easier to work with than metal, which may prompt a homeowner to tackle the project themselves instead of hiring a pro. 

Chicken wire is also a great option to put on top of your vinyl fencing, as it’s budget-friendly and easily accessible.
