"Found that toilet was not sitting on seal & floor correctly, causing minor leaking. New seal was needed as well as shims to keep the toilet from rocking. Only complaint is that the floor screws were not cut down so that covers could be put back on. Not sure what happened to the covers - I think they may have thrown those away."

Yes, you can install a basement bathroom without breaking concrete by using an upflush toilet system, which includes a macerator pump. These systems sit on top of the concrete floor, so you don't have to drill into it to install plumbing. The macerator pump breaks up waste until it is soft enough to pass through a discharge pipe to the main sewage line.
