You can reattach peeling peel-and-stick wallpaper using a commercial wallpaper adhesive. Make sure to choose an option that is repositionable and temporary, especially if you are concerned about wall damage. Or, you can remove the peeling panel and replace it with a new roll of the same peel-and-stick wallpaper design.

You should always use a primer before painting over wallpaper to help the paint adhere correctly and get a good finish. Not all wallpaper can be painted over, so do a test patch in an inconspicuous area before painting an entire wall. The two most common reasons wallpaper does not stick are a lack of preparation and improper adhesive. Be sure to use the wallpaper paste designed for the type of paper you choose. Before beginning your project, make sure the walls are clean and free of dust, grease, and oils.

You can often fix an air bubble by cutting a tiny hole in the bubble with a very sharp knife, using a glue syringe to inject some adhesive behind the bubbled portion of paper, and then using a wallpaper smoothing tool to push the bubble back onto the wall's surface.
