The gave a good advice and said there's dangerous situation about the cover of the septic tank. He suggested that cover is unstable and he suggested to replace because an animal or a child might fall for safety reasons/purposes. I would like to hire him back to put an cover on it."

Work was partially done to be finished but the owner after being asked to explain the work that will follow aggressively pooled out the previously fixed item claiming it was his and not yet paid for!
