It could have been a big problem in older brownstone (or "can of worms," as electrician said) but he was able to rewire the outlet so that it's essentially new. He told us that running a new line (thus bypassing outlet) wouldn't have solved the problem, since the older wiring would still be carrying energy even if unused. He knew what he was doing.
