Whether metal fence posts need concrete depends on the environment and the ground they're placed on. For thick earth and areas without significant weather or high wind, you can get by without concrete, but in areas with weak dirt and strong seasonal weather, it's a good idea to install a concrete base on each individual post. This increases the cost but not as much as replacing or reinstalling the fence would.

To remove solvent-based sealer, you can pressure wash the surface and wait for the concrete to dry. You may need a special remover product if you have a water-based concrete sealer. Another option is to etch and neutralize the concrete. 

Concrete should be at least 4 inches thick for steps. This thickness boosts stability and prevents cracking and deterioration. After you’ve built your forms out of wood, fill the void with a sand or gravel base for concrete. Use an all-purpose concrete mix to form your steps. After pouring your concrete steps, be sure to screed and float the concrete. 

Ideally, your concrete should set slightly above ground at an angle sloping away from the fence post. This will add extra support and allow water to run away from the wood fence post. Keeping water out will help prevent wood rot. Additionally, you can add soil on top of the concrete for a seamless finish. 

Lally columns do require some kind of footing to ensure they have a strong enough base to provide the support they need to deliver, and, at the very least, they need to attach to the floor below. Some contractors will just use the existing foundation as a footing for temporary Lally columns, while some circumstances demand that the expert install a new footing. You might need a local structural engineer to weigh in on which is best for your project.
