No. Topping a tree refers to severely cutting down all its major branches and tree in a straight line. It was once recommended for streetside deciduous trees but has fallen out of practice. Topping leads to many problems, removing so much of the tree that many trees struggle to survive and become much more vulnerable to insects and diseases. For trimming trees, your best tool is a pair of pruning shears or loppers. Both options work best for branches that are under 3 inches in diameter. Trimming trees with a larger diameter may require a robust tool like a small chainsaw or a handsaw, so take into account your tree’s diameter when deciding between tools.

If you’re taking down a tree that you don’t suspect is affected by disease or pests and it’s nowhere near your home or other structures, then calling in a tree company should work fine. However, anything more involved means an arborist is a better option. These pros have years of experience with tree removal and can safely take down trees located next to structures, and they have the tools, sanitization equipment, and experience to remove sick or dying trees without infecting nearby trees. 

Your neighbor is not in a good position to know if your trees are truly dead or pose any kind of danger. That’s why hiring an arborist or tree service expert can be such an important part of the process. If the trees are still alive and don’t pose any threat, you’re in the clear (but you may want to document and photograph everything in case events turn sour down the road).

But if a tree is visibly dead and near the property line, you should remove it to be safe. If a dead tree falls on a neighbor’s property, they may have grounds to sue for negligence. If any branches on trees have died, it’s a good idea to cut them back for similar reasons.

Ideally, you’ll have a good enough relationship with your neighbors that you can kindly mention this task in regular conversation. However, every neighbor (and neighborhood) is different. Your best bet will always be to ask directly and nicely, offering to contribute to the tree trimming efforts if you’d like. However, if you are bothered by the tree and your neighbor is unwilling to cut it, you can involve the help of the homeowners’ association or local authorities, if applicable.
