A pigtail is the only safe way to connect an electrical device to more than one circuit wire. Connecting multiple wires to a single screw terminal is extremely dangerous and must never be done. Many electricians will opt for pigtails even when there are multiple screw terminals available so that the device in question won’t halt the flow of downstream current when a problem arises.
The standard copper wire gauge to use with any 30-amp circuit is a 10-gauge wire. The National Electric Code specifies a 10-gauge wire with appliances like water heaters running on 30 amps. If you try to use a smaller gauge wire, such as a 12 gauge, with a 30-amp breaker, you run the risk of the wire overheating and melting or causing a fire. Because of the safety hazards, the gauge of the wire is not an area to try to cut costs when connecting a 30-amp breaker to a water heater.
Before you start doing anything else, you must call your electric company to confirm their process. It is technically their meter that you’re moving, so there’s really no such thing as free rein. Moving the meter generally involves disconnecting power from the utility company, disconnecting the cables that run into your electrical panel, and dismounting the meter assembly. Once uninstalled, a handyperson will remount and reconnect the wiring in its new location.
