You can reattach peeling peel-and-stick wallpaper using a commercial wallpaper adhesive. Make sure to choose an option that is repositionable and temporary, especially if you are concerned about wall damage. You can paint over wallpaper, but it’s not usually recommended, especially if the wallpaper underneath is textured or dirty.
