You can reattach peeling peel-and-stick wallpaper using a commercial wallpaper adhesive. Make sure to choose an option that is repositionable and temporary, especially if you are concerned about wall damage. You can paint over wallpaper, but it’s not usually recommended, especially if the wallpaper underneath is textured or dirty. Unless you like bubbling paint and peeling wallpaper as an interior design choice, it’s better to remove at least one existing layer before adding any more to a wall.

You should always use a primer before painting over wallpaper to help the paint adhere correctly and get a good finish. Not all wallpaper can be painted over, so do a test patch in an inconspicuous area before painting an entire wall. If the primer and paint don’t adhere, you’ll need to remove the wallpaper, prime the wall, and then paint.
