"Bill did an excellent job. Will definitely hire Bill again. We had 4 different projects that we needed help with an Bill did them all and did them well. Bill helped us with kitchen counter caulking, needed carpentry to replace rotting wood around the front door, cleaning out and reworking the dryer vent piping plus repaired the back fence gate that was a problem getting stuck for years. You can skim coat plaster, but it’s better to repair the plaster itself. A skim coat is a thin coat of drywall joint compound spread over the surface of a wall. The result is a flat finish that looks pleasing, but part of the appeal of plaster is its imperfections and aesthetic. Skim coating is best when limited to drywall applications.

This depends on how much plaster is applied and in how many layers, but a decent estimate is around 150 square feet. If you are applying only two coats on a small wall, there is a chance you may only need one or two gallons for the entire project. If you are plastering a large living room wall with high ceilings, using one of the more involved techniques–like Scagliola–that requires several coats, expect the project materials costs to add up quickly. 

You can technically just paint over hairline cracks in plaster since these cracks are often harmless, but this will mostly be a waste of paint. Paint will only hide the hairline crack for a few months before it shows up again. The best solution is to repair the crack with flexible filler or joint compound before repainting.

Generally, your homeowner’s insurance might only cover ceiling collapses caused by problems under the coverage, such as a busted pipe. But if the ceiling collapse resulted from owner negligence, maintenance issues, or other reasons excluded by your policy, you could be on your own. Some policies might cover damages caused by the collapse but not the repair itself. Check with your policy carrier for the most accurate information regarding ceiling collapse coverage.

It’s not a good idea to plaster over broken plaster (unless by broken you’re referring to cracked, in which case that’s perfectly fine). However, broken plaster can be a sign of a larger underlying issue like foundation damage or severe damage to the lath holding up the plaster, so it’s worth investigating before you simply plaster on top of the damage.
