This pro came to see what needed to be done, gave me an estimate of the cost to redo these by sanding, spray painting with primer, and the material cost. When he showed up as promised, he covered all the exposed portions of the porch with plastic and cardboard to avoid unwanted paint smears. The handrails look almost new and that is amazing since they are original to the house and have been painted many times. Very professional."

You can hide wallpaper seams when painting by applying joint compound over them and then sanding thoroughly until smooth. You’ll want to apply two layers of compound, allowing for four to eight hours between coats. Do a light sanding between coats and then after the final coat is dry. You can paint over existing wallpaper if you select wallpaper that is designed to be paintable. This type of paper is meant to add texture to walls. For the most part, peel-and-stick wallpaper doesn't damage walls. However, there may be some cases when damage does occur. For example, if you try to rip the paper off the wall, you may pull away some paint at the same time.

The walls can also be damaged if they aren't prepared properly before you add the wallpaper. For example, if the coat of paint is too fresh when you put the wallpaper on the walls, it can peel away as you remove the paper. 

You can reattach peeling peel-and-stick wallpaper using a commercial wallpaper adhesive. Make sure to choose an option that is repositionable and temporary, especially if you are concerned about wall damage. Or, you can remove the peeling panel and replace it with a new roll of the same peel-and-stick wallpaper design.
