It’s usually best to transplant a tree when it’s dormant. For some, the best option is transplanting during fall after the leaves have fallen—October or November. In other cases, it’s best to transplant before new growth begins in the spring, often around March. Trees don’t usually grow back after being cut down. Some particularly robust tree species may start sending up new stems from a stump to recover, but those stems won’t become a “tree” like before. When you cut down a tree, it’s a good idea to make plans to remove the stump, even if it’s unlikely to grow back.

Your neighbor is not in a good position to know if your trees are truly dead or pose any kind of danger. If the trees are still alive and don’t pose any threat, you’re in the clear (but you may want to document and photograph everything in case events turn sour down the road).

But if a tree is visibly dead and near the property line, you should remove it to be safe. If a dead tree falls on a neighbor’s property, they may have grounds to sue for negligence. If any branches on trees have died, it’s a good idea to cut them back for similar reasons.

Transplanting a palm tree is a similar process except for a couple of important differences. First, their root ball doesn’t need to be as large as a “true” tree, which makes them a bit easier to dig up and move around. Second, they struggle more with taking root and staying upright in a new location, so it’s important to give them extra support when staking.
