No, a water descaler won't descale pipes. The charged water running through the pipes may very slowly dissolve mineral deposits and hold them inside the water, but it's a very gradual process. If your pipes do need descaling, it's much better to get a local plumber to descale your pipes.

However, the natural hardness level of water always depends on where you are and other factors.

Selecting the right system depends on testing your water to understand the contaminants present and considering your household's water usage and specific needs, such as removing specific contaminants.

Some shower water softeners are effective, but this isn’t always the case. Most shower filters only filter out chlorine, not hard minerals like calcium. Other shower filters can't handle the demand in homes with very hard water. It's also important to change the filters on your shower filters. Failure to regularly swap out old filters will make the filter ineffective over time. 

The main difference between water softeners and water filters is that softeners remove hard minerals from the water, while filters have more of a blanket effect, removing all contaminants above a certain size. Filters are also much less expensive to install and protect against bacteria and other impurities. Depending on your water supply, you may need both.
