"This review is to make sure that no one ever have to go through what I went through. Frank Cerrato is not an honest person, we had a contract to do my basement. In the contract we specifically talked about pulling a permit. He confirmed he did, he stated the work. He did the first phase, i asked him if we passed the inspections and he said yes. We moved on to the second phase. Story short, i asked him for the paperwork and because he was giving me the run around, i called Gwinnett county and they confirmed my deepest fear: he never pulled the permit. So now after tens of thousands of dollars. We have no basement, no permit and a handfull of promises."
