"I am writing to formally report a case of fraud involving a contractor I engaged through Angi, who processed payment via Square under the name Irving & Kkelen. We initially agreed on a crown molding installation project valued at approximately $600. During the discussion, the contractor demanded an upfront payment of $400 for materials, which I paid through Square (link to transaction: https://squareup.com/u/y0iPCBB6). He then asked for additional $200 for labor, which I denied, but subsequently agree to pay additional 100 on top of $600 upon job finish. However, the contractor failed to show up to complete the work and merely left some materials at my residence without providing any purchase receipts or verification. When I attempted to follow up, he became hostile and verbally abusive, using racially charged language such as, Do you think $600 is enough to make me work? and Do you think Mexicans always work cheap? and "Don't messed up with Mexican". This behavior is not only unprofessional but also potentially unlawful. Under California Civil Code § 1572, fraud includes the suggestion, as a fact, of that which is not true, by one who does not believe it to be true and a promise made without any intention of performing it. Additionally, collecting payment for services not rendered may constitute a violation of California Business and Professions Code § 7159.5, which prohibits home improvement contractors from demanding excessive or deceptive upfront payments and requires proper documentation, including written contracts and itemized receipts. To date, the service has not been rendered, and multiple attempts to resolve this with the contractor have failed. I believe this transaction was executed in bad faith and constitutes fraudulent misrepresentation. I am therefore requesting that Angi urgently investigate this matter and initiate a refund for the amount paid. I am prepared to provide supporting documentation, including correspondence, photos, and recordings, if needed for your review. Thank you for your immediate attention to this issue.
