Whether or not you can fix water-damaged baseboards depends on the extent of the damage and the baseboard material. Medium-density fiberboard (MDF) baseboards cannot be repaired once severely water-damaged—you’ll need to replace the damaged sections with new baseboards. You can enclose an open carport, however, there are several things to consider before opting to do so.
