We searched for a paving contractor with an excellent reputation and after receiving several estimates we selected O. Cooper. We were unable to physically be onsite to go over the project but that didn't matter as Billy suggested we meet via FaceTime. He arrived at the property on time, and we were able to walk the project virtually discussing our vision and expectations. He promptly provided us with a very detailed estimate of the work to be performed along with a price quote. "I hired Jovel to build stairs, retaining walls and planters connecting my existing patio to a new patio that I also hired Jovel's company to build. The stairs, retaining wall and planters were completed in September. In October, I had a licensed inspector at my home for another project and he pointed out that the stairs Jovel had built did not meet code. The inspector stated that stairs must be of equal rise and the lower and upper stairs were not in acceptable range with the other two. He also stated that three or more stairs required a handrail and that the stairs were POOR construction. Jovel has refused to correct the issue or refund any money paid.
