Expert quoted $4000 to replace the AC. I then found another AC company myself (Humphrey) for a second opinion. Humphrey was able to fix the AC simply by changing the capacitor and fuse. Expert either 1) didn't bother to even look at it because the work order was coming from a management company and figured they paid whatever, or 2) did a really poor job diagnosing the problem.
