Paving is a part of hardscaping, so all paving is hardscaping, but not all hardscaping is paving. Hardscape features that involve paving are considered permanent and will increase your property taxes, while some other hardscaping features—like those involving bricks, gravel, and paving stones—will not affect property taxes. Paving also typically requires a permit, while hardscaping features considered temporary will not.

It takes recycled asphalt 48 hours to initially harden and up to 3 months to fully cure. It’s best to stay off of recycled asphalt for at least 48 hours, then you can walk or drive standard vehicles on it. Hold off on driving heavy trucks or equipment on it for at least 7 days. Allowing the surface to melt together and harden ensures that the surface stays durable and long-lasting. 

You’ll first need to install a base underneath your pavers for extra stability and drainage. Otherwise, the pavers can sink into the ground, and you’ll have to reinstall them. Use a base gravel layer of 4 to 6 inches for walkways and 10 to 12 inches for driveways. Compact your gravel layer every 2 to 4 inches so it’s nice and solid. After you install your gravel base, apply a 1-inch layer of sand on top.

Driveways should be sloped with a minimum 2% slope—anything lower will cause precipitation and runoff to collect. A 2% slope is the equivalent of a 2-foot rise over 100 feet. One quick way to check the integrity of your driveway’s slope: no more than four inches of water should collect on the surface longer than 15 minutes after rain.

Many asphalt companies have experience with tar and chip paving, but not all. The process is unique enough—and not incredibly common enough—that you may have to look around for a tar and chip specialist. However, speaking with a driveway company is a great place to start, especially if they have experience with multiple materials.
