So, I finally got permission to seek my own plumber to install a new water heater. Arthur was extreme responsive everytime I had to ask for additional paperwork (required by the warranty company). He was quick to schedule and quick getting the job done. During the install, he discovered a venting issue that was not up to code. He quickly resolved this issue at a very reasonable price.
