You should wait at least 24 hours between each coat of drywall mud before sanding and adding another coat. Lightweight muds dry faster, while heavier all-purpose compounds take longer. Always check for firmness and dryness before sanding or applying the next layer.

There is no way to cut drywall without making dust, but you can reduce the amount of dust and especially the dangerous airborne particles by using manual cutting tools. Using a utility knife to score and snap your drywall will minimize dust production, and a jab saw for cutting cutouts for boxes and fixtures will generate almost no airborne dust. Even if you use these methods, you should still wear a respirator and safety goggles to avoid damage to your lungs and eyes.

Level 4 is the most commonly used drywall finish for visible interior walls. Finishing the drywall to Level 4 rovides a smooth surface ready to be painted with flat paint. 

Level 2 and 3 finishing are also common, particularly on walls that will get covered.
