You shouldn't paint a metal fence. Painting doesn't necessarily damage a corrugated metal fence, but these types of fences are meant to flex, and paint can easily chip and break off. While it is possible for painter’s tape to leave some residue, it is designed specifically not to. If it does leave residue behind, it likely means that the painter’s tape was left on too long after the paint dried.

A traditional German schmear uses mortar, making it unsuitable for adherence to painted surfaces. Professionals recommend removing any existing paint before applying mortar. However, you can rough up the painted surface and clean it to test if the mortar will stick. Remember that the underlying paint's texture and color may affect the schmear's final appearance—so starting with a bare brick wall will ensure the ideal finish.

While you could conceivably select any paint finish, paintable wallpaper tends to look its best with a flat or eggshell finish. A higher gloss paint might make the texture pop more, but it can look a bit dated once the paint has dried. And don’t worry about whether a water-based latex paint will loosen the wallpaper. Paintable wallpaper has a coating that prevents this from happening, so using latex paints without applying an oil-based primer to seal things first is fine.

You may need to provide your own paint, depending on the agreement you make with the painter. Some painters prefer that you buy the paint and they supply the labor. However, some professional painters get a better price on paint and can pass that savings along to you even after accounting for labor costs.
