While you could conceivably select any paint finish, paintable wallpaper tends to look its best with a flat or eggshell finish. A higher gloss paint might make the texture pop more, but it can look a bit dated once the paint has dried. And don’t worry about whether a water-based latex paint will loosen the wallpaper. While it is possible to paint over wallpaper, it’s not always ideal. If the wallpaper is firmly adhered, has no bubbling or peeling, and isn’t textured, you can try to prime and paint over it. Use an oil-based primer to prevent the adhesive from bleeding through. However, if the paper is damaged or loose, removal is the better long-term solution.

Whether you skim coat the entire wall or just a portion depends on the extent of the damage. If you only have small sections of gouges, a targeted skim coat will do the trick. However, if the surface feels uneven across larger areas, a full skim coat produces a smoother, more uniform result and helps prevent a patchy-looking paint finish.
