Rubber mulch doesn’t decompose, so putting landscape fabric down can work as a barrier between your mulch and soil, preventing your mulch from mixing with your soil and leaching chemicals like aluminum, cadmium, and copper into it. If you notice these issues, you might want to consider removing the old mulch first. Otherwise, save time and money by placing new mulch right over the old mulch.

Before you put down grass seed, you should cultivate your soil or add two inches of topsoil. You should also put down fertilizer at the same time as your seed to prompt healthy growth. Be sure to water after you put down grass seed, especially for the first two weeks.
